Bechtel has a license agreement with Pemex Refinación, the refining subsidiary of Mexican state oil company Pemex, for the process design of a delayed coking unit (DCU) complex for the new Tula refinery project in Hidalgo, Mexico. The DCU complex will use Bechtels ThruPlus coking technology, a proprietary process for upgrading heavy oil into high-value, light hydrocarbon liquids.
