challenges. Unfortunately, refiners lack the "magic bullets"
that could resolve these issues, especially for "clean"
fuels. In the U.S., proposed fuel specifications are deeply
embedded in the political forum.
How did we get here? Fuels - gasoline and
diesel - are high-demand, commodity products. Supply
shortages generate volatile pricing. Yet, the refining
industry is viewed negatively by government, regulators and
even by its customers. Ironically, the refining industry
provides high-demand products with near-zero appreciation. Of
course, the HPI's "bad-boy" image also hinders
