Refiners worldwide are faced with an overwhelming
set of challenges - processing "cleaner," i.e.,
lower-sulfur-content, fuels while remaining profitable. The
EU, under the Auto Oil Program II, has adopted progressive
regulations for gasoline and diesel, which are listed in
Table 1.1 For gasoline, the content of sulfur,
benzene and aromatics will be lowered over the next few
years. Germany is taking a proactive stand on sulfur and is
promoting 10-ppm sulfur level for gasoline by
2003.2 The German government is offering tax
incentives to refiners who meet these sulfur reductions
early.
