IEC 61508, an international standard for functional
safety, requires that any project manager establish criteria
to assure competency of all individuals doing various safety
life-cycle tasks. The soon-to-be-released process
industry-specific companion standard, IEC 61511, has similar
requirements. Although these personnel competency concepts
are right out of a good quality system, there are still
questions about how to properly implement such a program -
especially for such a critical task as safety instrumented
system design.
