  NPRA files comments opposing EPA's PSD, greenhouse gas tailoring rule The National Petrochemical & Refiners Association (NPRA) submitted comments in late December to the US Environmental Protection Agency (EPA) opposing its proposed rulemaking on the "prevention of significant deterioration (PSD) and Title V greenhouse gas (GHG) tailoring rule." The association feels that the EPA's attempt to regulate GHGs under the Clean Air Act (CAA) "represents the largest expansion of the EPA's CAA authority since the enactment of the 'modern' CAA in 1970.
