Ukraine's motor fuel to contain at least 7% bioethanol from July

Ukrainian motor fuel will have to contain at least 7% bioethanol from July, up from the 5% that manufacturers have been required to add since May 2025, according to a law that came into force on Wednesday.

Ukraine's parliament passed a law this winter to adapt the country's legislation to EU regulations. The new requirements do not apply to fuel supplied to the Ukrainian army, or to some high-octane petrol.

The law permits the sale of petrol without bioethanol until July 1.

Ukraine, a leading European producer of grain and other agricultural products that can be used to produce bioethanol, has previously announced plans to increase bioethanol output for both domestic use and export to Europe.

Ukraine can produce more than 400,000 metric tpy of bioethanol at around 20 plants.

Before the war with Russia, Ukraine partially met its needs for petrol and diesel from domestically produced oil.

However, after the destruction of oil refineries by Russian missile strikes, it is now completely dependent on imported fuel.

According to analysts, Ukraine imported about 1.2 MMt of petrol in 2024.
