TransCanada reopens Keystone after safety tests

TransCanada said late Monday it had restarted its Keystone pipeline at lower delivery rates.
The restart of the 590,000-bpd line comes two days after originally scheduled. TransCanada on Wednesday idled the line, which delivers heavy crude oil from Canada to refineries in the US Midwest, after finding an unspecified "anomaly" in Missouri.
Keystone will transport oil at reduced pressure for the next day as the company conducts additional tests, TransCanada spokesman James Millar said.
Contractual delivery levels will resume in November, Mr. Millar added. The problem was not a leak, the company said last week.
"We will be having direct discussions with our customers regarding the impact this will have on their deliveries to us," Mr. Millar said.
